After years of falling, the number of U.S. road fatalities jumped 8 percent last year, according to preliminary National Highway Traffic Safety Administration data, and the NHTSA and other public health and safety experts put part of the blame on "distracted driving," or driving while texting or otherwise using a phone. So far, 14 states ban the use of handheld devices while driving and 44 prohibit texting behind the wheel, but it has been hard to enforce those laws, The New York Times reports. ...
